Intel i5 3330 to 3570: is it worth it?

I currently have an Intel 3330, which has been running of a 500W PSU that seems only to provide 350W on the 12V rail. So question A) Wound increasing the wattage improve performance, and B) is an upgrade to a 3570 worth it, as I believe some lag in games I play may be caused by a bottleneck.

CPU bottleneck is very rare, especially around i5 and above level. if you see bottleneck it is probably from GPU. waht GPU do you have?
so it wont worth to upgrade it, no visible performance gain will happen, and your PSU should be fine, what make is it?

Increasing the wattage of a PSU does not affect the performance of any of the components.
Either the PSU supplies sufficient power, or the whole system just fails.

If your existing PSU adaquately powers your machine, upgrading it won't change anything. Having a larger wattage PSU won't make anything run faster, it will only facilitate adding a more power hungry device like a higher end video card.

In my opinion, the difference between a i5 3330 3.2Ghz and a i5 3570 3.8GHz is not worth the money to buy it.
Tom's Hardware recommends that upgrades are only worth it if they move you up about 3 tiers on their chart (page 5 of the link http://www.tomshardware.com/reviews/gaming-cpu-review-overclock,3106-5.html)

I am swapping/upgrading a few components as follows:

Current 500W Cooler Master Elite for 850W be quiet! Full Modular
Adding 128GB OCZ Vector SSD
Adding extra 4GB Corsair Vengeance DDR3
-------(Possibly) Current i5 3330 for i5 3570------
 
Go from 4GB of RAM to 8GB if you want performance gain. Also probably the one GB of gddr RAM on the graphics card. If its 1GB gddr3 def, if its 1GB gddr5 that's better but newer games like 2GB gddr5. if you really want a new upgrade, and you've been considering a new psu as it is, get a second GPU, or just get one good one that will run on your PSU u currently have
