Check your heatsink again. But reapplying the thermal paste or replacing it will do the trick. Even if that doesn't help much, then without a doubt you should replace your cpu cooler with atleast a nice air cpu cooler, And that is what you need to do.

HW Monitor can measure both your socket temps as well as your CPU temp. Make sure your reading the correct values. The stock cooler and heat sink should be more than adequate to cool your processer under stock frequency. Your socket temps will usually be higher than your core CPU temp.
Try using coretemp to read the temperature sensor in your CPU. You should get a more accurate reading.

when you remove the cpu cooler you broke the airtight seal it made with cpu first time when you removed it it desrupted the contact with the paste and cooler properly making gapes which is why your getting high temps

get rid of the stock you wont get much use out of it clean the cpu with this and cotton swab youll have to remove cpu
be very careful not to put pressure on it to hard or youll bend the pins

when applying paste 2 pea size amounts for athlon 740k i find its necessary for amd cpu
apply with a plastic gift card spread it evenly across the cpu die till you can not see the metal shield of cpu do not lift the card up till you have fully spread the paste once done attach the heatsink once clamped down go around it with a cotton swab round the socket to lift any excess that was squeezed out the size this also makes a airtight seal. then plug in your fan and enjoy temps of 30c idle and 50c max load

Yes. Make sure the paste is cleaned completely off both the CPU and the bottom of the heat sink. Try to avoid touching the top or the bottom of the CPU when you are doing this. I normally leave the CPU in its socket when I'm cleaning the old paste off of it. Make sure both surfaces are clean and shiny before you apply the new thermal compound.

Just like to say what motherboard do you have? with my 760k Hw monitor reads 117 degrees :/ also coretemp is 0. i would recommend using the software that came with your board. ASUS is AI suite, GIGABYTE is EASYTUNE6, MSi is clikc bios etc.
