Cpu 100% usage (all cores) - pc stuttering- need help

Hi guys. At this moment im typing with extreme lag. my cpu is at 100% usage. The temperatures are normal 40-60 on all cores. This started happening after 2 BSOD's I had while starting a game of League of Legends. The bsod's dump files pointed out atikmdag.sys and ntoskrnl.exe files so maybe a driver fault. I thought maybe its because of my auwfull tv monitor im using via HDMI. it has terrible response time and generally sucks. (I use this monitor for a week with no problems after my pc monitor died). While I was looking for a solution my pc started stuttering and i noticed 100% cpu usage. need help .

GPU: ASUS Radeon HD 7850 DCUII (2 GB)
PSU: corsair CMPSU-650TX-650W (6 years old)
MB: Asus P5E3 (6 years old)
CPU: Intel Core 2 Quad Core Q9300 2.5GHz (6 years old)
CPU cooler: arctic freezer
RAM: Corsair XMS3 8GB (4x2GB sticks) @ 1333 MHz CL9 (new)
HDD: Seagate Barracuda 7200.10 ST3250410AS 250GB (6 years old)
External HDD: Seagate 1TB
Case: Thermaltake Soprano RS 100 (Full tower) (6 years old)

check the bios if all components are running at normal temps and speeds

I checked in the bios. everything is looking normal. after I rebooted twice the stuttering is gone.. But I notice weird readings on the cpu usage in Coretemp 1.0 RC4. the Load is at 0-9% on all cores which is really weird. My system has been stable for over a year now (after I upgraded the ram and gpu), and I know the load readings are not normal. Typically 1 or 2 cores are being use @ 20-30% while browsing. and the other two have under 10% load. This is totally awkward!! These readings seem to me totally absurd and Im definitely sure there something bad going on in my cpu. Any recommendations appreciated.

Actually when I click on the tray icon and the real temp window pops up, for 1 sec i see 0% Load on all cores. Lol. Never seen this numbers before. after 1 sec its 0% 0% 0% 2%.

is it all on auto in the bios? turn it to manual and clock your cpu manual, im just guessing. ow and maybe turn some starting programs at windows start off? start>msconfig>startup , and unselect some unimportant ones

I dont have any unimportant programms at startup (only antivirus and explorer i think) the settings are all auto but cpuid lists the correct speed for cpu and ram

is there a system img backup from the point where you didn't have these problems? you could restore it, might fix the problem idk

The thing is im not having any actual problems now, only the funny indications of cpu usage that are extremely low. Im just afraid that my old cpu is dieing and is making random moves idk. I will restore to see if that makes and difference although i dont think so..

A restored windows to a point where my cpu was acting normally.. Still I get this funny readings..
