I have a DVD/Vhs recorder. Can I copy Vhs to Dvd without connecting to a Tv, or can I view the tape by hooking up to my laptop

Yes and Yes (maybe).
If you feel comfortable with just putting a disc in, playing the tape and recording 'blind', then yes you can do this.
You can watch it on your laptop only if it supports one of the outputs from your dvd/vhs machine.
