Radeon HD 6770 Bioshock 2 LAG

Im having some problems with this graphic card, I have the latest drivers and uninstalled every nvidia thing I had, I tried reinstalling steam, everything to no avail.
My cpu is a E7500 Dual core, I know it's awfull but not awfull enough to not be able to run Bioshock 2 at very low on 800x600.
Im about 100% sure it isn't my hardware fault because there is no diference if I put it on ultra with max resolution or very low with minimum resolution.
Basically the only game I can play with 0 lag is skyrim which I can play on Ultra with 40-50 fps, but every other game, I lag, I don't know why and i'ts grinding my gears thorougly.

Games like Saints Row The Third, Just cause 2, I tried them on the lowest and at maximum setting and there was no difference.
I mean my PC is not a gaming rig by any means, but it's decent enough to be able to run Just cause 2 for example on minimum seeting 800x600.
And im not even able to do that without it dropping to 20-24 fps, same on Saints Row The Third.

did you mean you got the same performance regardless of setting use with low or high setting? going to low resolution does not always mean better frame rates. because by going lower the performance dependencies are leaning more towards cpu. for example on the same setting you got same performance when going to lower res that's mean cpu bottleneck. anyway did you feel kind of 'lagging' because you got low frame rates? because when people talk about lag it usually related to network or input latency

What im saying is
For example if I put 16x and 8x and every other setting on max including resoution 1920x1080 and if I put 800x600 and all setting on minimum...there is absolutely no difference, always 20-30 fps when I should be getting 50-60 fps?
Another example is Saints Row The Third as I said.
It's really annoying since I used to have a GTS 250 and my performance now is exactly the same, basically I wasted 100$ for nothing..

Yes, but at least I should be able to play just cause 2 on minimum settings..even with this cpu, it violently destroys the reccomended requirements.

Btw just played Just cause 2 on minimum at 1280x720 and had the wonderfull framerates of 5-19 fps...im aware my processor and gfx suck...but 5-19 fps?

Good point, I tried it but it also didn't work xD, since I did what you said, I did indeed get a little better performance, like 5%, Just Cause 2 still lags, so does Saints Row The Third..
but I guess it's my dual core e7500 fault.

CPU:Intel Core 2 Duo E7500 2.93 Ghz
GPU:Sapphire Radeon HD 6770
RAM:6 GB
HDD:Green Power 465 GB
PSU:500W LG
I've seen people run BF3 on youtube with specs worse than mine with higher fps...
 


is it running single player or multi player? for single player even dual core cpu will do as good as faster quad core cpu.

Looking back at my notes for the Bulldozer launch (AMD Bulldozer Review: FX-8150 Gets Tested), AMD was very enthusiastic about FX’s performance in Battlefield 3 (multiplayer beta, at the time). And no wonder—Battlefield 3's single-player campaign doesn’t care if you’re using a $130 Core i3 or $315 Core i7. It doesn’t care if you come armed with two Hyper-Threaded cores or four Bulldozer modules. It just. Doesn’t. Care.

anyway E7500 is quite capable overclocker. some people able to get it past 4.0Ghz mark. i was able to get mine upto 3.77Ghz but that's is due to chipset limitation.
 


i don't know :D . but if you have AA enabled try to disabled it. AA can easily kill performance. though if it's FXAA the impact should be very small. in some cases it is unnoticeable at all.
 


did you mean rendering distance? some said rendering distance need powerful cpu but i'm not sure. anyway GTA 4 benefit a lot from more cpu cores. when the game comes out for the pc even the fastest gpu available that time have trouble with it.
