Is it my computer or Ghosts in general ?

So earlier I got the singleplayer of Ghosts running smoothly but when I tried multiplayer, it stuttered like hell when I was moving around or generally looking around and it doesn't matter to me that much cause I don't plan to play the multiplayer that much but my younger brother does so I was wondering is this a hardware problem or is it the game ?

EDIT: System specs:
AMD FX-8320 Eight Core Processor 3,5 GHz
GeForce GTX 760
8Gt RAM
Seasonic 520W 80 Plus Bronze
M5A97 R2.0

To my knowledge my CPU should be good enough to run the game, I guess it could be internet connection but it doesn't occure ever when im playing BF4

EDIT: And I find it very unlikely because I don't get any stutter when im playing 64 man Operation Locker and that has action and explosions all the time going on

Not really, I mean occasional frame drops happens on BF4 but otherwise it runs smoothly but in COD it stutters all the time

Ghosts (and all COD PC games in general) are terrible ports, I can't even get 60 FPS on 4x MSAA when this game isn't very demanding compared to games like FC3 where I can get max settings and a steady FPS of 50.

Yeah I find it quite amazing how badly COD games perfom, I mean I could get +50 on ultra with BF3, could play Dayz on med pretty smoothly and can play BF4 well with the settings I have and I think they are all little more advanced on graphic levels compared to Ghosts but still its the game that runs worst

So I should assume that the stuttering is a combination of internet connection/the fact that the game isn't well enough optimized ?

Most likely, yes.
