In games such as dragon age, world of warcraft wotlk and cataclysm, farming simulator 2013, euro truck simulator 2, cabela,s african adventures, need for speed rivals, on medium settings I get 15-25 fps, on high and ultra less than 10 most of the time

pc specs:
amd fx 4100 3.6ghz
amd radeon 7750 1gb gddr5
6gb ram, 550w psu
windows 7 x64

all drivers updated, installed correctly
so, can I do anything to improve performance or are my pc specs not supposed be able to run all that on high and ultra details?

Your specs are not hood enough you would get higher fps using a new i3 then the 4100. The 7750 is also a super low end gpu. If you want high ultra settings you should look at upgrading both

It's a fairly weak system but you should still get reasonable performance out of it.
A few hints:
Conserve system resources by disabling as many startup programs as possible.
It's particularly important to leave your internet connection free when playing online, close all other web services when playing.
Use something like Ccleaner regularly (excellent freebie download BTW) to keep the temp folders clean and the internet cache clear.
If you have any files or folders on the desktop, they should be moved into the 'C' drive, either into your documents folders or the root directory.
The HD7750 is still a fairly capable card but has limitations:
Never, ever, enable AA (anti aliasing) on this card, it hammers the frame rate more than anything else.
Lighting effects such as high quality shadows, reflections, sun rays, bloom and HDR all take their toll of the card, turn them down or off.
High levels of fog, smoke, realistic water and volumetric lighting will also slow things down.
