If I had a meter and the power supply in front of me it would be easy to diagnose. Its a lot more challenging in a forum like this.
It sounds like you might have a capacitor going out on you. I would consider this power supply to be dangerous to use at this point. If its a filter cap that dies it has the potential of harming other components in your system, not to mention being a fire hazard.
Unplug the power cable form the back of the power supply and SERIOUSLY consider replacing it.
If that's not an option right now then find someone close to you who knows how to troubleshoot a PSU. Power supplies are not very complicated.
If you do consider replacing it (which I highly recommend), there are many of us here that can help you to choose the correct PSU for your system.
Capacitor going out ? My PSU makes the weird sound even when the pc is shut down completely . Anyway I've checked into it and it's a coil whine according to others.

Even with your computer off your PSU still has power. Its only truly off when its unplugged from the wall. Coil whine happens when the PSU is actually doing some work under a load. I've seen capacitors die even after a computer has been shut down completely. Depending on the quality of the components used in your PSU, a capacitor can hold a charge for up to 72 hours after its been shut off.
is your PSU the type that allows you to see inside of it via ventilation holes or cutouts? If so then try and see if you can view the PCB that the capacitors are soldered into. Look for discoloration on the board.
While its true that your problem could have nothing to do with a bad capacitor, that's the first place I would look.
