Do I NEED a heat sink or extra fan for this ?

An aftermarket heatsink and fan would allow you to overclock. If you don't want to overclock the included heatsink and fan in the cpu box will do okay.
If you do want to overclock or want a quieter fan than the included one the Cooler Master Hyper 212 Evo CPU Cooler will do nicely:)

Yes see the thing is I have ordered for 212 Evo but it will arrive much later and I just want to be sure if I can use all the other parts with out the heatsink ?

Use the stock heatsink and fan until the 212 arrives. Just try to stay away from overclocking and having high workloads for an extended period of time while using the stock heatsink and fan

Without overclocking you will be fine. The CPU coller and heatsink will be in the box with the CPU. It might not be silent but it will work:)
