It certainly is! I have it paired with a 4770k at 4.2 GHz and 8 gigs of ram with cas latency 7 @ 1600 MHz. I run BF4 on ultra settings in 1920x1080 while rarely dropping below 90fps. I dont think I have even dropped below 60 yet (except on loading screens; goes down to 30 automatically). Most of the time I its between 190-200 FPS according to fraps.
The card's 4096MB (4 GB) of GDDR5 at 1250 MHz is enough for multiple screens and high resolution gaming. It will be plenty for single screen gaming for many years to come :)

nope, it hits the thermal limit and then maintains temperature while providing the best performance it can. I didn't experience any any noticeable performance drop in gaming. My 4770k is only on stock cooling right now so it cant keep up. The cpu overheated in BF4 causing a bsod yesterday, but that will be fixed when I get my water loop in next month :)

Cool, i was going to use the 8350 (a beast in its own right) as well, but I ran into some extra money :)

I noticed the coil whine during 3DMark, but I only notice if I try to hear it. I cant hear the fan over the 2 high pressure fans in my case. As for the CPU cooler it depends on budget and what you are comfortable with. I have heard the cooler master hyper 212 Evo is a great choice and only $40 (or cheaper if on sale). There is also water cooling. The all in ones are good no maintainance option like the air coolers, but some people are afraid of putting water in their case. I would recommend the H90, H100i, or H110 from corsair. NZXT's kraken is a good choice as well. I'm choosing to do a custom loop though because it offers the best performance and expandability so that I can tame the r9 290's thermals and prevent downclocking. FYI good custom loops start at over $200 just to cool the CPU.

that good to know because i been seeing on youtube that r9 290 can be loud. do you think 8350 is good to have? now this may sound stupid but intel core i7 is it really 4 core ? (4-gen). i also have a old i7 860

I think the 8350 is a great option, Having 8 physical cores in the cpu allows it to cut through multi-threaded applications with ease (sometimes better than the 4770k). However the 4770k is better in single threaded applications. The main reason the 8350 wins in multi-threaded applications is because the 4770k and similar i-7s is because they only have 4 physical cores. The i-7s use hyper-threading which allows each core to act as 2 cores, which improves its multi-threaded performance, but is still not as powerful as 8 physical cores

your welcome, I think you will be very pleased with the 8350 and r9 290 set-up. Also a quick fix for heat on the cpu or gpu would be to use after market thermal paste like arctic silver 5 or TX-4. I recommend using a non conductive paste if you haven't done your own paste before

With thermal paste The best way to apply would be the 'grain of rice' method. When replacing thermal paste use rubbing alcohol on on a lint free cloth. Also if you intend on replacing the r9's thermal paste, it will void the warranty. Have fun

Use the highest purity Isopropyl alcohol (rubbing alcohol) you can, preferably 90%, but 70% is fine. It will remove the previous paste to give a clean contact surface for the new paste to interact with.

I replaced my thermal paste on both the r9 290 and 4770k. It greatly improved my thermals, but since my case fan speeds are based on cpu temp rather than gpu temp, the stock fan on the gpu was much louder without as much aid from the case fans. A little tweaking to my fan settings in AI Suite III fixed my issue.

On windows, I think 8 is good option if you have a touch screen. however, I have always had a lot more trouble using windows 8 since it is non-traditional with its interface. It feels like you are using a giant tablet. windows 8 has been shown to yeild more fps than windows 7, but it is insignificant (maybe 1 to 5 fps tops). I and many other users use windows 7 because we prefer the format and function of the OS over 8.

thanks for the info on the paste. that what i was seeing and reading about win 8 and 7 so im getting 7 what i see in 8.1 like you said like a tablet that what it look like i think it should been more like 7
