Heatsink and CPU temp problems

First my system Specs:

Processor: FX - 8350
M/B: ASROCK 970 extreme4
Video Card: Asus gtx 770
PSU: corsair 600w
RAM: g.skill ripjawz 16gb
Case: NZXT Apollo

Ok so this is my first build and I installed the heatsink with the pre applied thermal paste. My CPU from the start has been running hot and the CPU fan always ran above 3000rpm when idle. When idle my CPU was about 42 - 45C and when playing games it would run at 53 (cpu fan ran at like 5000rpm and sounded like a jet engine)...however when i tried playing far cry 3 at max settings, my cpu would get all the way up to 66C. I decided to get new thermal paste and reinstall the heatsink and now when idle im at 49 and the fan is at 3000rpm. i tried playing batman arkham origins and the temp got up to 56C and the fan was over 6000rpm. So i don't know why it got worse after i reinstalled the heatsink with new paste. What should i do to fix the problem? Right now im at 50C idle and my fans are at 4800RPM. Any help is appreciated
