Does Z68X-UD3H-B3 works with ATX12V v2.3?

Is there any real difference between using a ATX12V v2.2 vs using a ATX12V v2.3? My motherboard is the Gigabyte Z68X-UD3H-B3 and my old PSU was a ATX v2.2 and it worked perfectly.

I've ordered a Solid Gear 850W PSU and it says it's ATX v2.3 and my motherboard doesn't turn on. Can the difference between the version be the real problem?

It might be DOA. I would contact the manufacturer to see if they know of any tests you can perform. Sometimes PSU devices have indicator lights.

The motherboard could be bad too. I would also check that everything is properly plugged into the board and the power button cable is properly seated on the board too.

I have tried the paperclip test on the PSU and the fan works perfectly. But when I plug it in to the motherboard nothing turns on. Do you think it might be a DOA? I don't have any other mobo lyring around to test it out
