Biostar only using half the total memory

I recently bought 2 of the same computers:

AMD+ FX 8-core
Biostar TA970 motherboard
2x8 gb Ripjaw ddr3 -1866

One computer shows 16gb max ram in bios, but the other only shows 8gb max ram. Both computers show that the ram is physically there, but one is just using half of it.

Any idea what the problem is?

Yes thats it.But before doing that open task manager,go to performance tab and click resource monitor.Click the tab which says memory and post here a picture of it.

It's showing 8gb as well.

I tried toggling the "Memory Hole Remapping" from enabled(default) to disabled, but that didn't change the max memory.

You did not post the memory tab on the RESOURCE MONITOR.Same window the bottom box.
I cannot understand from this

Looks like that memory is hardware reserved like you said.
So can I free it up?

Yes it looks like that is the problem, but I still can't find that setting in the bios..
I updated the bios, but they didn't change at all.

It looks like the ram is getting allocated to vga shared memory, but I don't see much in bios related to that either.
