Internet Speed Decreasing when Gaming

Hey guys, I have this issue that just recently occurred. I have pretty good internet connections (in Australia) I get around 16 Mbps download and around .70 Mbps upload. It seems that whenever I try to do skype calls my connection speeds just drop, several times the people I tried talking to over skype stated that I'm lagging and my voice was all messed up, that they would barely hear me.

What's funny is that when I'm trying to surf whilst skyping my surfing speed is perfectly normal. Even test results say the same. I cannot even game properly now so it's just not only my skype. Gaming and skyping are the two things that seem to make me "lag" even though surfing doesn't agree with it at all. I've tried doing speedtests whilst in game where I'm lagging like crazy getting fluctuating pings on League of Legends and tests seem fine but still lagging in game.

This only just started happening yesterday, I called my ISP and they said that the connection through their end is fine as well which sounds about right if I compare the results of my speedtests to their word. This is so odd for me because it seems like there isn't a logical solution... Help please

Solution
I would call your ISP, run some speed tests and then ask the ISP. Also make sure the person you speak with knows the difference between upload and download... I've had that happen before. .70 Mb/s seems too slow and even if they said the line was fine there still might be an issue on their end.

Internet works in two ways, push and pull.

Your pull (download) is at 16 Mbps and your push (upload) is .70 Mbps. In the states, there is usually a 5/1 or 6/1 ratio. My internet speed is 30 mbps down and 5 mbps up. You need better upload to support Skype and gaming. The internet speed seems fine because it is mostly using the download not so much upload.

Yeah, I am aware of that. However, I have been able to call perfectly fine through skype with that upload speed. I also cannot game properly anymore as well. I've had this connection for almost a year and it's been fine up until yesterday when I started getting these problems.

I'll definitely do that asap and get back to you on how well the call went!

Edit: The ISP said that they will be monitoring my connection for seven days, until then the girl re-synced my line and gave me a new signal from the exchange which did nothing at all.

It seems like the problem is solved. The line resync has made a difference. I can actually skype and play games better now without any lag.

Here's the screenshot of my speedtest.
