I would appreciate any incompatibilities noticed, bottlenece noticed, any other advice about the configuration.

Approximate Purchase Date: December, 2013

Budget Range: $400 to $800?

System Usage from Most to Least Important: Windows XP or Windows 7
- Web surfing - General use - Some software development (mostly use ubuntu PC for this)

Parts Not Required: keyboard, mouse, monitor, OS, speakers, optical drives, graphics cards.

Preferred Website(s) for Parts: newegg and amazon

Country: US

Parts Preferences:

***** CPU - Intel Core i3-4130 - 4th Generation - LGA 1150 - BX80646I34130 - 22 nm Haswell 54W - Intel Graphics 4400

******* MOBO - Gigabyte GA-Z87-D3HP - LGA 1150 - DVI / VGA / HDMI - SATA 6Gb/s - 24 pin ATX power connector - 4th-Gen Intel Core i7 / i5/ i3 - DDR3 1600 / 1333 - Non-ECC

http://www.amazon.com/Gigabyte-1150-CrossFireX-Motherboard-GA-Z87-D3HP/dp/B00CU4L4M2

****** RAM - Crucial 4GB 240-Pin DDR3 1333 (PC3 10600) - CT51264BA1339 - 1.5 V - 9 latency

http://www.amazon.com/Crucial-PC3-10600-Unbuffered-240-Pin-CT51264BA1339/dp/B0036VO632

Note: I gave up on getting ECC RAM because of lack of support in most consumer motherboards, and preference for intel CPU.

Note: My understanding is very minimal benefit for 1600 vs 1333.

***** POWER - SeaSonic 80 Plus SS-350ET - 350W ATX12V - V2.31 - OEM - 24 pin connector

Overclocking: No

SLI or Crossfire: No. Do not do gaming.

Monitor Resolution: 1680 x 1050 (two monitors)

Additional Comments: I would like a quiet, reliable, and fast PC for general (non-gaming) use. I have some low-power graphics cards that I can use.

Thanks,
Daniel

Solution
Thanks for responding.
I would rather stick with mid-tower case and ATX motherboard.
It seems safer to have more room, and I need space for optical drives.
I had no idea of PCPartPicker. That helped a lot.
I switched the case, the previous case did not have USB 3 ports on the front, PCPartPicker told me.
Here is the current configuration, if anyone has any suggestions:
