Will this cheap PC + Radeon HD 7750 run Crysis 3 ok?

PC: Lenovo H520s Ideacentre (2 TB, Intel Core i7 3770, 3.40 GHz, 8 GB) Windows 7 64 SFF)

My research has led me to believe I can install a Radeon HD 7750 1GB 128-bit GDDR5 PCI Express 3.0 x16 HDCP Ready Low Profile Video Card.

I am also led to believe that the PC mentioned above is only PCI Express 2.0 x16. How will that factor in?

My goal is a cheap solution to run Crysis 3 half way decent at least. Will this work, is it a good idea?

It has a 240W power supply which should be able to run a 7750, which is pretty much the fastest card you can install in that.
It will probably run crysis 3 with low settings.

So even if I do upgrade to a 350w power supply there are not any other low profile cards that will perform better than the 7750?

Correct, the 7750 is still the best low profile card available.

I am doubtful though if I could find a powerful enough power supply to fit the form factor of the Lenovo H520s PC.

Single slot is not the problem, the problem is the low profile. And that card is not low profile.
