Best gaming pc under $1000?

I want to buy a gaming desktop to play mmo's like Guild wars and WoW, and I also want to play BF4, Skyrim, and other gamings coming out next year.

Windows 7 or 8 for gaming?
I want a Monitor (between 20"-24"), Keyboard and mouse and either windows 7 or 8.
Only Intel, I don't hate AMD, I just prefer Intel.

Is it possible to get those and still be able to play the games mentioned above at high to ultra?

This would have everything and after rebates would come to $1150.
( OC CPU, IPS monitor, Win8.1, Good mouse, Solid keyboard, 7870 should run games at 1920x1080 great )
I will see if i can tweak it down to $1000.
