Radeon Gigabyte 7970 Fans are not spinning and no output

Hello! Thank you for trying to help. I am helping a friend who had just built his first computer a few days ago. Everything was running fine until his graphics card stopped spinning and his screen went black while gaming (BF3 ultra..)

We have tested the ram by only using 1 piece at a time out of 4. No solution there. The power cables were very firm, and the PSU was giving power because the motherboard and everything but the GPU turned on and *seemed* to be working.

I told him to flip the switch on his 7970 which I presumed was his dual BIOS. Nothing.

We unplugged all SATA devices and no luck. He is also having an issue where his speaker isn't making any noise, the motherboard post speaker I mean. His lights on the mobo are additionally not on. Not sure why because PLED (Power LED, presumably) and the speaker are both plugged in and worked yesterday.

He did get the GPU for cheap on Amazon but still, they can't sell broken products advertised as new.

Right now he is in the process of power cycling his GPU for 30 mins.. no clue if that will work or if that is even a thing.

Any help is very appreciated. Should he go to best buy tomorrow and pick up a cheap GPU just to check?

Specs:

i5-3570k 3.40GHz quad core
4TB Western Digital HDD
Gigabyte 3GB 7970 Radeon HD GPU
AsRock z77 extreme4 Motherboard
4x4GB Ram, will give brand when he tells me it.
He only has 2 fans in his case. It may be overheating, but the thing is it doesn't even start when off for a few hours.. the GPU I mean. ONLY the GPU isn't turning on.
256GB SSD, will say brand when he responds.
900W PSU from Antec gaming edition. That should be waaaay more than enough, right?
