New Build: Fans won't even spin

Hey guys! I'm asking for a friend in need. He has a new build ( http://pcpartpicker.com/p/2fW4w )

Bad luck for him though as it won't run.

Here is what happens:
My friend turns on the psu but not one fan spins on the build. The green light on the 660 turns green but that's about it (he tells me the gfx card and the psu beep, but I need to go hear it myself later this week to confirm). At first I thought the psu was the main culprit, possibly dead, but I made him try the paperclip black to green wire trick to see if can at least run, and it does, so I don't believe that is the issue here. However, when the psu is plugged into the mobo it won't spin its fan.

Is it possible the motherboard is the issue here? I told him to try it without the gfx card in but it still wouldn't turn the fans on, not even for a spin. Thanks to anyone who took the time to read my inquiry!

not quite stupid. the fans wouldn't spin up if the motherboard were not prompted to turn on.
And the supplemental power would be a good thing to check as swordkd suggested.

There are no stupid questions. Yes the auxiliary 4+4 pin is connected.

"Yes. I connected 4 loose wires that came from the cases front panel to the motherboard. The power switch, Power Led, Reset Switch, and HDD LED." He says.

Sadly this is not possible as there is no spare mobo for us. If it helps there is a beep from the psu.

I bet the power supply works, if you can buy a cheap motherboard to test that the motherboard is in fact the culprit, do that.

If you can, RMA the motherboard through newegg (appears to be the merchant you used). If not either return it or if its under warranty you have that.
Worst case scenario you have to buy a new motherboard.

Just do which ever makes the most sense financially

Don't have another rig/motherboard otherwise I'd be using it. We will probably RMA the mobo but I still want to try everything people can give me.
