Only 1 intel i7 core working

I am using a Windows 8 (Not my choice, was pre-installed when I bought it) and it has, or had 8 intel i7 processors running. I recently had it sent in for a defective fan, but now that it's back, only 1 core is running. I check the performance tab, and sure enough it only displays 1. The computer knows it has 8 processors, it even lists them but it doesn't seem to do anything with them.

It now starts to lag when I just have Mozilla running alongside any other program. I've been told that I can fix this by re-enabling Hyper Threading in the BIOS.

Problem is when I try to access the BIOS, it does not list Hyperthreading Tech, not even an 'HT'. Is there any other way to re-enable it? Or at the very least raise the cpu utilization above the 60% cap it seems to have imposed?

If you paid to have it fixed and they sent it back to you like that I would 1) demand they fix it and 2) demand my money back.

An i7 ( desktop) has 4 physical cores and 4 virtual cores. Even with Hyperthreading off it should still be showing 4 cores. With it enabled it should show as 8.
