Can this overclock over 4 GHz?

Hey guys.
I'm soon going to buy a AMD fx-6300 and a ASRock 970 PRO3 R2.0, and i would like to hear your opinion about overclocking with it? Will i could overclock to about 4-4.3 GHz? Thank you for your time, i really appreciate that :)

why do you want to overclock?
what would you be using your pc for?
what is your budget?

asrock uses cheap components for it's entry level motherboards to keep prices down. the board has 4+1 vrm and no heatsink for cpu power delivery. you may be able to overclock, but i don't advise it for the long run. imo, you might be better off with a
990fx extreme4

I wan't to overclock, cuz' i wan't the better performance and the benefits from overclocking. I'm going to do a lot of gaming, recording, streaming, video and image editing & rendering and programming.
My budget is max $70 for the mobo :/
