Changing MBO In HP Pavilion Elite HPE-400 Desktop PC

I am changing out the mother board on a HPE 500 Pavilion. It runs on windows 7, and I know this since I got it to run for a second before it completely died. I deleted every thing off the hard drive so I can re-install windows 7; because I was able to check if the disk drive works so it is still usable. I took the Micro Processor out and put in on a Gigabyte micro board 78LMT-USB3 (AM3+) that is capable with this AM3 socket type. I get power to the fans and all the leds come one. Only problem is am getting no beeps and the screen is just black. So tell if I am wrong in thinking that you can replace the motherboard and use the same parts, because parts are parts right. I have the install disk for wins 7.
I am thinking the power supply is to weak .
