GTX 770 OC Running at PCI 2.0 Instead of 3.0

New Build. Second build so I'm fairly noobish.

I ran benchmarking using Tomb Raider 2013 (AVG FPS 52.7) and Batman Origins (59) with V-Sync enabled so the max I believe would be 60 FPS but I have minimum FPS of 38 and 44. Turns out, my video card is running on PCI 2.0 instead of 3.0.

I moved the Video card to the other PCI 16 slot and the card runs at 3.0 UNTIL.....When I move the video card to the 2nd slot, the NVIDIA software is non-existent. Apparently the original software is slot dependent. As soon as I add the NVIDIA drivers, the card reverts to PCI 2.0.

What am I missing? I've forced the mobo bios to Gen 3 PCI. Didn't help. I realize the beta bios could be the issue but I'm afraid to revert to GIgabyte approved F4 since I could not get it to work originally and I no longer have the Sandy Bridge CPU if needed.

Video game play is pretty good; however, BF4 is far more resource hungry and is a game I plan to purchase soon.

Are you checking the pci-e link speed while gaming or idle?

Newer cards drop the link speeds when idle to save power. So you have to test under load.

That said, even at x16 2.0, your would not notice much of a performance drop(less than 5% TOPS. most cases 1-2%).

actualy there wont be even a single % difference in perofrmance of pcie2.0 and 3.0 for a gpu as far as i know there is yet to be a single card that fully saturates 2.0 and would actualy benefit from 3.0,that being said what you are seeing is just a power saving feature it drops the clock speads of the card aswell

having the same issue with gtx 760 SC 4gb and i'm getting the same answers essentially. I checked all the specs for both my x79-up4 mobo and my gpu. It's all compatible with 3.0 so i'm sure it's just that the card can't utilize the bus speed to its full potential. I also noticed that the card only ever runs at 81-87% power under load. I can never seem to hit that 99% threshold and i'm afraid to further overclock it because i don't want to fry my system =\
