Underclocking CPU with Turbo Boost?

CPU: AMD FX-8120 Zambezi 3.1GHz Socket AM3+ 125W Eight-Core Desktop Processor.
Motherboard: ASRock Fatal1ty 990FX Professional AM3+ AMD 990FX.
Bios Version: 1.90 (latest).
OS: XP 64-bit.

The desired effect: Save (more) on electric (bill) during idle or light use periods, but to be able to jump (via Turbo) to just slightly above stock frequency during moderate or higher use periods.

Question...
Will downclocking/underclocking the processor in the bios from the stock 3.1 ghz (15.5x clock multiplier) to 1.6 ghz (8.0x clock multiplier) and enabling Turbo to boost the clock speed to 3.2 ghz (20.0x clock multiplier) achieve lower power consumption at stock (1.375) voltage?

Additionally...
I presently have my computer set to these settings, but I can never seem to get a speed increase more than 1.89 ghz from the 1.6 ghz according to My Computer's properties when I have some cores operating at full load.


Any constructive thoughts or advice regarding this matter?

Cool'n'Quiet will do what you're describing. Underclocking so low will give you terrible performance. You may try disabling turbo and just running at the base clock with Cool'n'Quiet turned on.
