Newly installed OS very slow. Temps are fine

So I got back from college, and my windows install was corrupted. No big deal, I reinstalled the OS (windows 7 64-bit), and ran into an issue where when I installed the driver for my GPU (NVIDIA GeForce 560 Ti) there was so video after the windows start screen.

I changed PCI-E ports and was able to get video, I assumed everything was fine. However, things are VERY slow. Programs take a while to load, games take a very long time. Also, I can't play games on anything but low quality anymore, which is strange because the GPU is pretty powerful.

I'd like to figure this out. The temps are fine, so I assume there is no issue there, the CPU is a core i5, never had a problem there either. Do you guys think this a Mobo, HD, Or GPU issue?
