Cheap build to run I:SS?

Hello guys I need to build a PC for cheap to run the game Infestation: Survivor Stories. I love the game but my current PC can't run it. The build only needs 4 gb of RAM but I need a 64 bit OS. Please help I love the game but no longer can play it.

This should do fine. Quad core CPU, 8 Gigs of ram, GPU slightly faster than the recommended setting.
Otherwise solid components and at least a little upgradeability with the FM2+ motherboard.
And 64 bit Windows 8.1 to go with it.

You are welcome. If you have a more accurate budget in mind it can easily be tweaked, but that should be a good starting point.
