Run a program when Windows powers off / on monitor

WinXP PRO SP3.

Is there a way I can run a program when my system wants to power down the monitor (either using the screen saver feature or the advanced power settings, I don't care,) and then run another program when I want it to wake back up (by moving the mouse or hitting a key?)

I ideally, it would be best if Windows can do this natively, but if not, maybe there is a third party software solution?

Update:

I just realized it doesn't have to be integrated into Windows power settings, just the screensaver. I know there are ways to run a custom program as the screensaver, there is no rule that says that program must save the screen, there are de-fragmenters that run then.

Does someone have an idea how to implement something like this?

I would like to toggle a line on an unused serial port (maybe parallel port) to power a relay that would power off/on a power strip. That should be easy enough.
