Skyrim runs pretty smoothly on hd 3000 on an old desktop I had so I thought it would work on hd 4400, and isn't the i7 4700MQ quad core? If I need quad core for programming then I should get the 600$ one right?
 
You don't "need" a quad core but compiling will be faster on a faster cpu. It's a multi threaded process so would be faster on the quad core i7 vs the dual core i5. The i5 has a weaker gpu, the hd 4000 whereas the i7 is a better hd 4600. The laptops kaswyn suggested have better gpus at the expense of getting an i5. They would be better for gaming and if your code isn't too complex then you may not even really need an i7.

I heard that the hd 4600 is as powerful as the 720m. Is that true? Also, what do you mean by the code not being too complex. What would be too complex? I know that an i3 didn't handle one of my projects too well, so I used a school computer that used an xeon. If you're wondering I was doing, I was making a minecraft mod at the time.
