Unless you got a faulty Corsair HX850, I wouldn't suspect the PSU as the problem. That is a high quality PSU of more than sufficient power. Do you have another card to test with so we can determine if the new card as being defective? Or a really good friend that would allow you to install the card in his PC?

While 60C is not unsafe for a gfx card, it is an indication the card is in heavy use. When that is happening it is drawing considerable power from the PSU. What is the make/model of your PSU? It sounds like the typical symptom of a too weak or too cheap PSU. It wouldn't hurt if you listed a few more of the components of your rig, as well.
