Alright so I was putting in a nic card for my PC and when I turned it on it shorted the motherboard ( I think, I am not sure ) but when I press the power button my 2 pc fans turn on as well as graphics card. Also, my harddrive is on, but my CPU fan doesn't. I bought a new one just to see if that would fix it but it didn't. So then I bought a power supply to see if that fixed it, but it didn't. So I am wondering if I shorted my Mobo or my CPU or both. Could you guys please help me to find out what is not working?

start with no gpu and no other cards and just the ram. see if your pc powers on or beeps or shows any faults. if there none.take power off the mb and try clearing the cmos to see if the mb resets. if there no life take the mb out of the case and look for burn marks on the mb or in the pci slot that the card shorted in.

This is going to sound like I'm being an ass, but are you sure you have the CPU 4-pin plugged in? I know I've made that mistake before, albeit being a glaringly obvious one.
