A radiator is used in liquid cooling setups. Its function is for liquid to pass though it and be cooled by it. It is similar to the radiators you would see in fridges and air conditioners although usually not as powerful.

A radiator is for water cooling the CPU. The water runs though the radiator to cool the water down like the radiator does in a car. The water runs from the pump to the water block on the CPU and then the hot water goes into the radiator to be cooled off then back though the loop.
