Can I Run A CD- ROM While It's Open?

I have a broken CD which I've taped but when I put it inside the CD- ROM it makes scary noises. I don't want the CD to fly inside the computer and ruin it so can I run the CD while its ejected? Any type of firmware or software change?

Assuming this isnt a joke post:

I doubt you will ever get an optical drive to read a cd thats been broken and taped up lol
Anyway you look at it, you run the risk of the disc breaking apart and trashing your optical drive.
