go to device manager...see if you can find your web cam there or not
right click and update driver if you can find your webcam there:

check on your manufacturers website for webcam drivers. Or if you put windows 8 on your laptop see if you can find drivers if the laptop is new enough if you can't use windows 8 drivers try windows 7 no luck there you might get lucky with vista driver no guarantee.
