System good enough to run Skyrim on high with mods?

Mainly for playing Skyrim on high settings with graphic mods, as my current PC cannot handle it.

Would this be a good enough build to do what i need? Any help would be appreciated as this will be my first build attempt

Another option is this:

Less powerful but half the price. Would this be able to do what i want (skyrim wise) without sacrificing too much performance wise or would i be better off with the first build?

Mainly looking to have a Haswell architecture for expandability later on
