My friend is upgrading from a Celeron G1610T and he wants an i7. The mobo is IPM-61TB and the socket is LGA115X IL.

Is he better of with a new mobo or should he go with just an i7?

Splendid
He can go with a i5 and save $100 bucks and use that for a ssd.
The cpu he wants will have to be a non k model unless he wants to change the board. if he want to change it then get a z87 board and them he can also get a core i5 4670k or core i7 4770k

Processor upgrade information•TDP: Varies by processor
•Socket type: LGA115X IL with cover
•Motherboard supports the following processor upgrades:
Processor TDP
Intel Celeron G550T (Sandy Bridge) Dual Core up to 35 W
Intel Celeron G1610T (Ivy Bridge) Dual Core up to 35 W
Intel Pentium G2020T (Ivy Bridge) Dual Core up to 35 W
Intel Pentium G2030T (Ivy Bridge) Dual Core up to 35 W
Intel Pentium G2100T (Ivy Bridge) Dual Core up to 35 W
Intel Core i3-3220T (Ivy Bridge) Dual Core up to 35 W
Intel Core i3-3240T (Ivy Bridge) Dual Core up to 35 W

from that board... I don't think an I7 is an option at all.

Might as well get a 3770k unless you know somewhere the 2600k is cheaper. The 3770k is a good deal faster (5% or so) and is cheaper most places. Of course that board won't allow OCing so you might as well get a 2600 (non K) and save a few bucks, or get a board you can OC with. If you go with the 3770k then get a Z77 chipset board, if you go with the 2600 you can use the board you mentioned.

From the looks of things, your friend is going to basically have to start from scratch, reusing HDD, ram, and optical drive. If not intending to overclock, a Xeon 1230v2 and an ASRock B75 PRO3-M would be a decent budget solution. They will need a dedicated GPU if they go this route, if they do not already have one. Even with a lowly HD 5450, it would still come out about $40-$50 cheaper than a regular i7 would. Xeon 1230 v2 is an i7 without IGP or quick sync.
