I have in a long time had troubles with horizontal flickering. Maybe because the horizontal clock is temporarily out of sync.
I have searched for ages and can't find an answer. Here is a picture of it:

My PC is disassembled right now, so i can't test with it.
It didn't happen on my desktop PC, but it does with my MacBook Pro. I connect it to my MacBook with a DisplayPort -> VGA adaptor. The PC was connected with DVI directly.
If i set a high resolution (>1080p), it happens more often.

If the MONITOR works with the PC then it's not the problem.

If the MacBook Pro works by itself then it's not the problem.

It appears likely that your DP->VGA adapter is the problem.

The resolution available with the Apple Mini DisplayPort to VGA Adapter is 1920 x 1200. VGA displays that use higher refresh rates (such as 85 Hz) at resolutions of 1600 x 1200 or greater may not generate video properly until you lower the refresh rate.
