My new 770 is not performing as it should

Hi all
I got a new 770 recently and it doesnt seem to be performing as well as it could be. I was looking at some benchmarks online for systems VERY similar to mine and they are consistantly getting 20-40FPS (sometime 100 in older games) more than me. I OC'd my card and this helped a bit but its still not doing that great. I looked at my power consumption on my card and even though I have it set to draw 110% total power the max it is drawing is 80%. My PSU is a corsair 650w PSU... could this be the problem. I know 650 is the minimum reccommended for this card so I would thing id be fine but im just not getting the numbers that I should be, Furthermore, my temps are all fairly low, rarely reaching 60c on full load.
I have my CPU OC'd to 4.2ghz and I have 6 fans in my case (2/200mm fans and 4/140mm)
Could this be drawing too much power overall and not allowing my GPU to run at its full potential?

Mobo- MSI Z77A-G45
CPU- i5 3570K
Storage- Western Digital 500GB HD
PSU- Antec 650 watt PSU
Memory- 8GB corsair DDR3 1600mhz
Also have a samsung SSD
