Hello,

this is my rig:

i7 2600k @4.7Ghz Noctua ND-H14
16GB DDR3 1600mhz Corsair RAM
2x Gigabyte Windforce GTX 780
Asus P8Z68-V PRO mobo
Corsair AX1200 Gold PSU

I had no problems at all with this rig, until I started playing Bioshock Infinite.
I play at Ultra setting at 1440p resolution. The problem is that both the GPUs are only 60 - 70% used, and at this resolution that means around 50-60 fps. This is very annoying because I have a 100mhz display and the game looks choppy. I rolled back the drivers from beta and the game played smoothly at 150fps and both cards were hitting 98-99%. I stopped playing, turned off the PC and when I wanted to play again GPU usage went back to 60-70fps and it started being choppy again. I'm pretty sure I don't have bottle necks in the system, I use a overlay of MSI Afterburner and in game the CPU is only hitting around 60% (60 degree temps) usage and never more than 5GB of RAM. My airflow in the case is also good, the GPUs are at around 60 degrees too. In nvidia panel I have selected "Power: Prefer maximum Performance" and "Single Display Performance Mode". Why is the system not using the full potential of the GPUs? Many thanks

sounds like a driver issue.

grab latest nvidia beta drivers and driver fusion and ccleaner.

uninstall all nvidia drivers and dont restart when prompted.
run driver fusion and use the nvidia driver cleaner then restart when prompted.
on restart run ccleaner file cleaner then the registry cleaner multiple times till it finds no errors.
install nvidia display driver as custom and only install the display driver and control panel.

see if this helps

First things that come to mind, based on past experience:
Heat can cause throttling. With an aggressive CPU OC like that, make sure it's not over heating.
You might also want to double check that your CPU is still clocked at 4.7Ghz. If the system fails at any time, it my force it back to default clocks.
Drivers may be an issue
If you update your drivers, you do have to re-enable SLI.
The game may have had patches that altered performance.

mauller07 - I will try a drivers wipe - reinstall.

bystander - it's not the heat, it can't be. I'm monitoring my cpu/gpu temps 24/7. I have an app in the tray at all times and an MSI afterburner overlay in all games. Temps never go over 60 in Bioshock.

I think the resolution is the issue. I have a Qnix 1440p monitor, and all my problems were on 2560x1440 resolution, once I went back to 1080p both GPUs went to 100% usage. Then I changed the setting again to 2560x1440 and it was working fine as well. I can just do this everytime I want to play, it's not a huge issue - change the settings twice. But can anyone tell me why is that happening?
