PC starts for a second stops then restarts

System had been working and in windows. PC was turned off for the night. Next day the problem started.

There is no beep from the motherboard (ASUS P8Z68-v). There is no video. Hard disk spins. Temperature monitor shows that the system is slowly warming up as normal.

Whats been tried so far :-

Power supply tested ok

BIOS batery removed an refitted.

graphic card removed and monitor connected to motherboard output. Different monitor tried.

memory reseated.

Well something came to light as I was using a POST tester and it was getting part way through (up to keyboard check) then halted. The 2nd time I tried the graphic card fan went ballistic. Took the card out and found corrosion on the back and on some pins. One track burnt of completely. With the card out the system still would not start so I guess there is damage in the PCI_E slot.
