I want a budget gaming pc and the only game I see myself needing to fit the criteria is skyrim.

DirectX 9.0c compatible NVIDIA or AMD ATI video card with 1GB of RAM (Nvidia GeForce GTX 260 or higher; ATI Radeon 4890 or higher).

That is the recommended specs for a computer to play the game. Would a GTX 620 be okay? I have a 1920x1080p monitor.

Depends a lot on what your budget is, good entry level gaming card is 7770. which is under $100. You can also sometimes get 7790's for under $100.
7850's you can get for about $130-140, and 7870's if they are still available $160-170.
Up to about R9 270X you get a varying level of performance, but R9 270X is already a really capable card at 1080p. Costs around $200.

I do not want suggestions on gpus >$100. My question is, "is there a gpu under $100 that will perform skyrim at moderate frams? I do not care until if I do not play on ultra settings. I play sc2 on low all the time so it won't matter. I will check the 7770 though
