Hi iam going to buy a vaporx r9 270x to play newest games at ultra but the problem is my res is 768p so there Will be alot of screen tearing and I won't upgrade my screen for the next 2 years nor the gpu so I decided to choose the r9 because it's future proof so will just using msi afterburner as a frame limiter fix the problem or I should down grad the gpu to 260x or gtx 650??

Enable VSYNC, that will eliminate screen tearing.

I use Afterburner to limit my fps and it works well. I'm not a fan of vsync at all.

It's the exact same thing really. The only difference is that Afturburner uses hardware control and VSYNC is software controlled.

The three advantages to Afterburner is I can set a limit above my monitor's refresh rate, it works in all games (except BF4 because it's 64-bit and Afterburner is 32-bit), and I don't get input lag.

You'll still get screen tearing if you set it above your monitor's refresh rate. Screen tearing is caused when part of the next frame is combined with the current one. VSYNC is supported by most games, and if it isn't you should be able to configure it in CCC.

You can get screen tearing if your FPS and refresh rate aren't matched. It's not a guarantee -- at least it's not guaranteed to be noticeable.

True, but you do get a guarantee of no screen tearing if:
A: Your FPS is below the Refresh Rate
B: You Have VSYNC enabled or another frame limiter that is set to the refresh rate.

FPS above the refresh rate isn't a problem until you start changing the image quickly, i.e. spinning around or a large amount of action going on.
