the title says it all but my budget is 90$

    With Windows 8, not really. The main difference is who you can get support from. With OEM, it is whoever installs it. In this case, you.
    With Retail, you can call Microsoft.

    Yeah but doesn't the license agreement for Windows 8.1 have a special provision in it for system builders that lifts the previous restrictions?
