PSU clicky-static noise?

Hello! First build! First time posting! Was planning on joining this forum after I installed all of my drivers and the such and tested (you guys helped me a lot with this build more than you know), but an issue has come up that I can't find a thread about.
I bought a NEX650G PSU from EVGA recently to accompany my build. Everything works and runs. However, I will hear this consistent static/electric noise clicking from it (I believe it is from the PSU). It doesn't happen all the time, just sometimes. Right now, no noise from it running about two hours. About 3 out of the 7 times I have booted it, it immediately makes the noise or started making the noise while in the OS.
It doesn't sound like a coil whine from what I have heard in Youtube videos. I don't see any electric shocks inside it.
I have read the word "arking" (?) being thrown around when talking about PSU's. Is that what the noise may be?
Could it be that I am really under-utilizing the PSU right now? My graphics card is back-ordered due to sudden high demand, so I don't have that installed yet. It's just cpu, case (two fans), mobo, ram, storage drives, and an aftermarket cpu cooler in my build. I am totally new to this and don't know what to expect a PSU to normally be like or if there is a such thing as under-utilizing one.
Any ideas?

if the noise is when the pc is cold then it a tight fan berring. when the pc warms up parts expand. if the sound stays the same you can do nothing till the fan fails or if it under 30 days return the power supply.
with a pc it can be the hard drive or a bad fan or the power supply fan on to tight or the power supply case pushing in on the power supply fan. start with the simple stuff. pull power plug from your hard drive see if the noise still there. if it is unplug the case fans one at a time with the pc off to see if it a case fan. if the noise is still from the power supply try losing the mounting screws see if there on to tight and the ps case is bent in. check that the mb on brass standoffs and there no rubber spacers used so that the mb is grounded right. look that the motherboard metal shield is on right and not shorting the mb out.

That's going to take some time to test considering the noise doesn't happen every time already. So a few boots per try is going to be necessary, but I will test it all and get back to you. Thanks.

Alright, so I booted four times, each time testing for the HDD, the case fans, and after loosening the PSU. The noise didn't start any time during that whole process. So I couldn't replicate the noise to test, fortunately/unfortunately (I think I should be glad I cant). So I can't say for sure it is any of those. The mobo is on the brass standoffs that were supplied with my case, so I expect that is fine. Since I went through so many boots without the noise arising, I think the issue has been fixed... for now.

There is something that I did start to wonder, though. Is it possible that the PSU, or any other components, getting cold and then starting up is causing the noise? I mean, I went through all these boots just now, and no noise. But when I first turned it on today after being off for a long time, noise. When I first booted it, period, noise, then yesterday when I booted it for the first time that day, noise. I am just realizing it seems to only be happening on the first boot of the day...
My room does get rather cold at night. About 60 - 65 F during the winter. Maybe?

Alright, I think I am just going to leave it and see how it goes or look up how to loosen the fans (if I can). Doesn't seem to be an active problem at the moment. Voltages all look fine to me, PC is running fine as well. Thanks.
