New motherboard won't POST

I recently upgraded an old AM2+ board to an AM3+. I have an AMD Phenom II X3 740 Black Edition processor which I'd been using in the old board with no problems. My new setup posted fine the first time, and I was able to access UEFI Bios. The next day, I unplugged the 24-pin from the motherboard so I could re-position it out of the way. After doing this, I haven't been able to get the board to startup again.

The equipment:
Gigabyte GA-970A-D3P motherboard
4GB G Skill Ripjaw X Series DDR3 1600 RAM
AMD Phenom II X3 740 Black Edition processor
Thermaltake TR2 600w PSU
Radeon 4550 1GB Graphics Card

The first time I restarted the system I could not get any video signal. I also noticed the CPU fan would start, sputter, then twitch. I tried reseating the 8-pin and 24-pin connectors. I tried reseating the CPU, I tried switching the RAM to a different bank, I tried switching out the fans. Nothing. The power light comes on, the PSU runs, Chassis fan will run when connected, but no Bios nor beeps. No hard drives are connected nor optical drives or any other peripherals.

I thought it might be the old PSU (an old Enermax 430W), so I went out and purchased the Termaltake. No effect/changes. I have checked to make sure the motherboard is not making contact with the case. I also reset the Bios. Nothing.

I notice that the RAM gets *extremely* hot almost instantly (as in too hot to touch). The fan sputtering happens whether the RAM is in place or not.

I'm obviously leaning toward the problem being the motherboard or RAM. I don't think it's the processor because it never gave me trouble before and has never been overclocked (and always kept very cool). There are no bent pins. I also doubt the video card as I've tested it on another machine.

I already tried assembling outside the case (on cardboard) and the results are the same. Unfortunately, I don't have another stick of DDR3 to test, though I may be able to run down to the local Best Buy later today to grab one.

*UPDATE*
I picked up another stick of 4GB DDR3 at Best Buy this afternoon, same result. At this point I figure it must be the board or the CPU.

I tried the setup without the CPU (knowing full well it can't POST) and noticed the CPU fan spun normally, so now I'm really concerned it's the CPU.

*UPDATE2*

I've decided it must be the CPU, it was used when I bought it a few years ago so maybe it was just its time to go. Going to buy a new CPU and cross my fingers.
