When I try to log in, it starts to, but then quickly logs me back out again. This happens with all users, admin, and in safe mode too. I have seen the threads about running windows recovery and copying new userinit.exe and wsaupdater.exe files, but following these steps did not solve the problem. What else should I try?

I would try booting from the free Kaspersky Rescue Disk 10 since there are some malware and viruses that can cause those symptoms. Grab it HERE and burn it to a CD.
Your repair options for XP are more limited than Windows 7. If you could get it to keep running for 5 minutes to install and run Belarc Advisor you can get your key.
