Low CPU/GPU usage BF4 paired with low fps?

Hi Guys,
Please read it, because if it was something easy, I could find and fix it.
but I need your help.

I've an issue in battlefield 4 for long time now,
I actually can fix most of things myself but I couldn't fix this.
It gonna be quite long story but please help me.

My Specs:
AMD FX 8320 @ 4.3 Ghz
Sapphire 7870 XT
G.Skill Ripjawsx 2x4gb 1600mhz Kit 9-9-9-24-2T
Thermaltake PSU 600Watt 70% Efficeny
Samsung HD160JJ 7200 RPM Sata II HDD
Asus m5a97 R2.0 Mobo with latest bios
Latest drivers (I've tried every driver from 13.5beta2 to 13.11betaV9.5 with fresh windows)
windows 8.1

When I play battlefield 4 Multiplayer my GPU usage drops to 50%-60% and same time
I've low FPS.

While GPU usage is 60%, CPU Usage is 60% and none of CPU cores are over 75% usage.
Going on:
The game has an option called "Resolution Scale" it's like Super Sampling.
Strange thing is ->
When I get low GPU usage and Low FPS.

I put this setting to 25% and I have a Mario Looking battlefield and say I've 48 FPS.
I change setting back to 135% and I still have 48 FPS.

We've 1 other system it has->
FX 8320
M5a97 R2.0
Kingston HyperX 1.65V same timing same size kit.
Asus DirectCU II HD 7850 TOP II

This system have 0 issues, it never go under 60 FPS and GPU usage is always 99%,
Even this system is @stock speeds, while other system is OCed to 4.3 still cannot catch this system.
so keep this in mind.

and This'll work I think,
I have it worst in the map called Shangai (because it's not full screen it has 10-15 Less FPS)

I couldn't find the picture but also:
I overclocked my CPU to 4.6 ghz and monitored it.
I still got same FPS, low CPU usage and Low GPU usage.

What did I try till now ->
Unparking CPU
Disabling all Power Saving features, I know this wouldn't work.. it didn't
Updated Bios
Overclocked CPU, didn't help
Tried any driver,
Chipset drivers,
Power options under windows.

More info before you ask ->
Ofc we've tried with everything @ stock.
I also ran Memtest for 8 hours, 0 errors, not relevant but just saying.
Prime 95 etc. rock stable I am using this system for months with no BSOD
@ 4.3 ghz, and also as I say we tested @ stock.

Also:
Shutting down 2 cores gives same FPS,
Shutting down 4 cores even just loses 3%-10% GPU Usage.
(if it's 99% when 6-8 cores, it drops to 90%,89 with 4 cores)

Running other games @ backroung gives exact same FPS.
CPU just doesn't push more in battlefield 4, and I cannot find why.


I am sure nothing Throttles, I am dealing with this for a month.
and I monitored all little piece of it.

First we thought it's faulty hardware and as I said we've 2 similiar systems, we ran some benches.

In any bench, game
My 7870 XT system destroys other one, in BF4 I've this issue.

I've found other people with similiar setups having same issue, and other
with similiar setups not having this issue.

But amount of people with this problem is really low against people not having this with same specs.



So guys please help me, I'll pry for you cz I couldn't find a fix.

Why other 8320s and 8350s doesn't have this.

I hope I gave enough information, I'll just give you anything you want.

I am working on this for a month, OFC I would know if I somehow limited the FPS.
FPS is not limited.

min is 43, max is 140-150 FPS that I've seen.

Reinstalling Battlefield? I don't think this gonna fix.
and other driver related stuff, as I said I've tried every driver from 13.5Beta2 to 13.11beta v9.5
and old, new chipset drivers.

as you'll also see from ingame graphs screeshots, it's related to CPU, bcz CPU become upperbound in graph.
but Why? Why game doesn't use the CPU.

Settings cannot be too much for my card, cz the main problem is ->
card doesn't hit high usage. Vram is also enough.

and I set settings to LOW or High nothing changes, graphics turn into Mario if I do that and I get same FPS and same Usage.

View Distance -> Still low USAGE but just cz I adjust it, I just get higher FPS not because it fixes LOW usage.
Reset CMOS -> already
Tesselation -> Already

I think my GPU had to be used 99% and give me low fps if my GPU is not enough, am I wrong?

ALSO,
I reinstalled BF4 milion times, I just didn't Re-Download it.
but I reinstalled it so much times cz I installed new windows.

I cannot find why this thing doesn't wanna work,
and I got mad now, I try to fix it for a month.

CPU not limited, GPU not limited, Memory not limited.
So why? I really cannot find an answer.

I have an 8350 @ 4.3 paired with a 7970 vapor-X Ghz @ 1200core/1600mem and according to Raptr, i AVERAGE 82fps with everything maxed out... You should easily be hitting 60fps+, the only limitation being the GPU which again, depends on what your settings are! Your GPU doesn't even seem to be getting too warm which is boggling my mind even further! You could try uninstalling and deleting the entirety of the game files before re-downloading and re-installing, never know, could be the tonic which cures your ailment!

Well, it's 27 gigabytes so I can only try it later.
But I really never seen such case like this fixed by a re-download.
because game just works fine.

and again,
Yea I know 8320/8350 just works fine, but mine doesn't.
as I also mentioned in 1st post, I found people like me on Forums.

Can it be bad CPU? I doubt so.
Can it be bad PSU? I think my PSU is enough, and I never had a problem with it like BSOD,

also a 6350 @ 4.5 ghz with 7870 Has no issues like this.

I also reach average 70-80 FPS most of the time, in most maps.
it drops to 60-65 minimum (again GPU usage drops to 75% so)

but in Siege of Shangai it just drops till 50%, and I get 40 FPS.
it was present in Dawnbreaker but I updated my windows 8.1 and it's gone now.

In Dawnbreaker it was dropping to 50% like Shangai, after windows update now in Dawnbreaker it drops to 80% so I get minimum 55 FPS.

but what I cannot stand is->
Why DOES it drop? It shouldn't drop.
I am aware of my Specs, a FX 8320 @ 4.3ghz cannot bottleneck single 7870 XT.

Also in Battlefield 3 there's no such thing.

I'll try re-downloading later. cz I've 3mbit connection at the moment.

We have given you a potential fix, so try that and report back to us, not much we can do. It's not a faulty CPU or PSU, it may be the GPU if you'd tell us what it was. You may not have seen it fixed by a reinstall because you're not trying it.

if it was something that easy, I would know it already.
I've latest windows 8.1 update and

VC, net framework, Directx All up to date.
This is something different.

as I said download gonna take LOOOOONG time..

I've nothing close to 7870 XT, I've GTS 250 and probably it'll be maxed out anyway with half cpu power already...

and there's nothing I can barrow but 5xxx series.

I don't think this is hardware related because I play BF3, I used benchmarks, this is not present.

even in Unigine Heaven I got higher score than 7950 stock, cz GPU was oced. and also in 3dmark.

There's 3dmark bench on 1st post, it's recent.
you can check all my hardware and scores.

they all look fine, even better than fine.

I think they're not aware of this, but I hope they'll fix this for me while they working for Mantle, I want a miracle to happen lol.

I avoid playing in Shangai cz it can drop below 60 FPS there.
in other maps even if usage drops, I still can remain 60 FPS and my monitor is 60hz.

it makes me mad but still better than nothing.

but I gonna try re-downloading because it's the last thing I didn't try.
