I can't find anywhere where it says you can't use a 250 watt PSU.
However, many cheap PSUs can't deliver the wattage printed on the label. There wouldn't be a lot of breathing room on a 250W.
That said, a 250W PSU from a reputable manufacturer should be able to power that board on integrated graphics fine.
