system using only a partial amount of ram.

Basicaly what the title said. I have two memory sticks. Both kingston blues. One is a 4gb 1600mhz and the other one is a 2gb 1333mhz. If I use them both, the system automaticly downclocks the larger stick to 1333mhz. The thing is - either way if I use the 4gb alone or the combined 6gb of ram, my system only uses 3.46gb of the ram. (this shows up in the system specs as -total amount-(-amount usable-).
Is this caused by my video card who might be hogging up the ram? I run a R9 270x 2gb version, and under its specifications it has several amounts of memory listed. They go as
total memory available - 3564mb
dedicated memory - 2048mb
system video memory - 0mb
shared system memory - 1516mb

Full system specs :
CPU : i5 4670 3.4ghz
Mobo : MSi b85-g41 pc mate
Vcard : MSi R9 270x 2gb ddr5
Ram : Kingston HyperX blu 4gb ddr3 1600mhz (and the other stick of 2gb ddr3 1333mhz)
Case : Gigabyte GZ-X2 with a custom side fan.

That is the reason. 32-Bit operating systems can only address a maximum of 4GB of address space. Your graphics card and some other system functions take some of that 4GB. Whatever is left in addressable space is the amount of RAM, usable by your system regardless of how much is installed.
