Auto shutdown before any login

I need my PC to shutdown, if idle time at logon screen is to long. All shutdown programs I see, exspects a user to be logging on. In my case, no users are logget on.
Any suggestion ?
 
You can force a Shutdown by using the Run command and typing in one of the options in the Open box. To see the full list of options, open a command form and type shutdown /? then press Enter.

It's best to open the command form as an Administrator so go to c:\windows\system32, right click on the file cmd.exe and scroll to RunAs Administrator

The problem is that I want to make a "wake on lan" and after boot a vpn connection to this machine. This mean that the machine stops at logon screen, but there is activity on Network port. First when the vpn connection is shutdown, I want my machine to shutdown. As far as I can see, there is no activity option to shutdown.exe

WOL works allright. I can start my computer with a magic packet from anywhere. When I'm out of my country, I want to start my computer with a magic packet, and after that, make a VPN connection so that my official IP adress become a Danish one. It Works, but when I use power management to put my machine to sleep after 5 minute inactivity, it's not all the time it go to sleep. After that, I have problems with VPN connect. I have find out, that if I shutdown my PC, I can allways make a VPN connect after boot. Thats the reason why I want to make this auto shutdown. I'm not so familier with GPO and Services, but maby the solution goes this direction

This is NOT an IP masking. I just get my own official IP address when I make a VPN tunnel into my machine. The question comes how to automatically shut down the machine after 5 minutes of inactivity, and while the screen stands at the login prompt
