What's wrong with my system?

I recently bought an HD7770 for my recently built computer.
Intel i3-3240
PowerColor HD7770 GHz Edition
4gb RAM
500gb WD Blue

My monitor is 1024x768 which is very low, but how come I still don't get high fps in some games. What should I do? Would buying another 4gb ram for dual channel help increase fps? And can I overclock this card? I need a cheap solution for this. (No buying of new cpu or gpu.)

I'm playing GTA IV high settings about 28-30 fps. Windows 8.1 64-bit. I'm starting to think that GTA is badly optimized because I tested far cry 3 ultra settings today and got about 55-60 fps.
 
i would never buy a dual core processor if i intended to play games. did you read the system requirements for any of those games?.............and it's a little late in the game to play the "badly optimized" stuff anymore. most problems occur by over looked software adjustments to improper hardware to get the job done.

GTA IV Recommended Requirements:
Processor: Intel Core 2 Quad 2.4Ghz, AMD Phenom X3 2.1Ghz
Memory: 2GB (Windows XP) 2.5GB (Windows Vista)
Free Hard Drive Space: 18GB
Video Card: 512MB NVIDIA 8600 / 512MB ATI 3870

My processor is 3.4Ghz dual core. Passed.
Memory: 4GB. Passed.
Free Hard Drive Space: Of course. Passed.
Video Card: Searched in Google, says 7770 is better than 3870.
